City of Seabrook Business Incentives
Seabrook strongly encourages commercial development that enhances the city’s identity as a coastal community. We give priority consideration to projects that bring new capital investment and sales tax revenue into the City, support waterfront development, provide public access to and along the water, improve our infrastructure and contribute to our City’s unique character. Target industries include hospitality, marine services, office and retail.
The EDC believes in a customized approach to business incentives. For qualified businesses, we will find and/or develop the incentive that makes the most sense for your business. These range from loan assistance and tax incentives to the creation of special districts and more. We will consider incentives for projects that score 50+ points on the Key Considerations Funding Matrix. All awards require City Council approval.

Harris County Business Incentives
- Harris County Tax Abatement Program
Tax abatements available to companies that increase tax roll value of new property, create new full-time jobs and are competitively sited.
State of Texas Business Incentives
- Texas Emerging Technology Fund (ETF)
Funding awarded to researchers and companies dedicated to commercializing new technologies that will enhance the state’s national and global economic competitiveness. - Texas Enterprise Fund Program
Funding for a variety of economic development projects, including infrastructure development, community development, job training programs and business incentives. - Skills Development Fund
Provides state funds to directly respond to the workforce needs of Texas employers.
